Welcome to Florence County Emergency Management

The Florence County Emergency Management Department (FCEMD) is dedicated to ensuring the safety, preparedness, and resilience of our community. We oversee a coordinated, multi-hazard disaster preparedness program and provide essential public safety services, including the operation of the county-wide E-911 network and public safety radio communications. With a dedicated team of 53 professionals, our department is structured into the following divisions:


Emergency Operations Center (EOC)
The EOC is the hub for disaster coordination across Florence County, managing preparedness, response, recovery, and mitigation efforts. We collaborate with local municipalities, state and federal agencies, and community organizations to strengthen emergency resilience. Our responsibilities include:

  • Disaster Preparedness: Developing response plans, conducting training exercises, and providing resources to ensure officials and residents are ready for any disaster.
  • Response Coordination: Leading the activation and management of multi-agency response efforts during disasters.
  • Recovery Assistance: Supporting municipalities and residents in securing state and federal disaster aid, conducting damage assessments, and guiding long-term recovery efforts.
  • Mitigation Planning: Identifying risks and creating strategies to reduce the impact of future disasters.


Emergency Communications Center (ECC)
The ECC serves as the critical hub for 9-1-1 services and emergency dispatch operations throughout Florence County. Our team provides 24/7 dispatch for law enforcement, fire services, and emergency medical services (EMS), ensuring rapid and efficient deployment of first responders. Key functions include:

  • 9-1-1 Call Handling: Processing emergency calls and rapidly deploying first responders.
  • Interagency Communication: Facilitating coordination between emergency services to enable swift and effective responses.
  • Public Safety Support: Utilizing advanced technologies like GIS and emergency alert systems to enhance situational awareness and public safety.

Communications Division
The Communications Division is responsible for maintaining and improving Florence County's public safety radio network, ensuring uninterrupted communication for first responders during emergencies. This division supports:

  • Emergency Response Communications: Providing clear, reliable communication for law enforcement, fire, and EMS personnel during both daily operations and large-scale emergencies.
  • System Maintenance and Upgrades: Regularly updating and maintaining radio towers, equipment, and software to ensure optimal performance.
  • Interoperability: Ensuring seamless communication across agencies and jurisdictions for coordinated response efforts.

Public Education and Community Outreach
Public education is a key component of our mission. We work to ensure the community is informed and prepared for emergencies through various outreach programs. Our initiatives include:

  • Community Preparedness: Offering training on emergency preparedness, evacuation procedures, and disaster response to equip residents with essential skills and knowledge.
  • School Safety Programs: Educating students, teachers, and staff on emergency drills, weather safety, and 9-1-1 awareness.
  • Public Awareness Campaigns: Distributing materials and hosting events to promote readiness for hurricanes, floods, and other hazards.
  • CERT (Community Emergency Response Team) Training: Training volunteers to assist their communities during emergencies, providing them with basic disaster response skills.

Through these divisions, we work to enhance public safety, streamline emergency response efforts, and maintain reliable communication networks for Florence County.
